Permanent resident targets
IRCC published the plan on 2025-11-04. The target is 380,000 in each of the three years; the 2025 target was 395,000.

The economic class reaches 64% of permanent resident admissions in 2027 and 2028.
Economic immigration
- Federal High Skilled (Express Entry): 109,000 in 2026, 111,000 in each of 2027 and 2028.
- Provincial Nominee Program (PNP): 91,500 in 2026, 92,500 in each of 2027 and 2028.
- BC's 2026 nomination allocation is 6,254, including 1,000 added by the federal government on 2026-08-18.
- As of 2026-10-02, Canadian Experience Class (CEC) draws in 2026 have cut at 507 to 523 points.
Family reunification
- Spouses, partners and children: 69,000 in 2026, 66,000 in each of 2027 and 2028.
- Spousal sponsorship processing: about 14 months in Canada and about 12.6 months outside Canada, as of 2026-01-31 (excluding Quebec).
- Parents and grandparents: 15,000 a year. IRCC has paused the Parents and Grandparents Program and accepts no new interest to sponsor forms; applications already submitted are still processed. Parents can visit on a super visa, staying up to 5 years at a time.
Temporary resident targets
- New temporary resident arrivals: 385,000 in 2026, against a 2025 target of 673,650; 370,000 in each of 2027 and 2028.
- Workers in 2026: 230,000, of which International Mobility Program (IMP) 170,000 and Temporary Foreign Worker Program (TFWP) 60,000.
- Students: 155,000 in 2026, 150,000 in each of 2027 and 2028.
- The federal government aims to bring temporary residents below 5% of the population by the end of 2027.
One-time pathways to permanent residence
- Protected persons: about 115,000 over two years, in addition to the permanent resident targets above.
- Temporary workers: up to 33,000 in 2026 and 2027, for workers with strong roots in their communities who pay taxes.
